Reimagine policing “NYPD 2021 Community Partnership” 2/1/2021

Is the Mayor's initiative to have Pct. councils vet CO's without onboarding the metrics necessary for a successful transition sincere?

My name is Vincent Riggins President of Brite Leadership coalition/ENY and an original member of Black Lives Matter/NY; that mobilized after the murder of Eric Garner and Akai Gurley in 2014-2015. What I refer to as the Black Voices for Black Justice uprising, which was infiltrated by special interest groups and some well-meaning citizens. BLC partnered with a 15-member coalition that advocated and demonstrated against broken windows and stop and frisk, form of policing. This coalition coined the phrase "Safety Beyond Policing" which comprise some of the same tenets that you hear offered during the uprising of 2020 (Safety and upward mobile communities are strengthened by addressing poverty, education, not indoctrination, housing, and mental health issues). We rejected the policy of solving civic, cultural, and societal issues by the deployment of more police. As Black residents, that’s live in a community where the NYPD boast number one in civil rights violation and politicians' abandonment of their sworn oath to serve the people we offered real-life solutions.
In 2015 as chair of Public Safety at Community Board I authored (in collaboration with PROP, and the organization against broken windows) the only resolution in the city of New York submitted by a community board #5, against that form of policing. It was supported unanimously by the full board. Over the last five years, I've also served as recording sec'y for the 75th Pct community council. In that capacity and in collaboration with some of the longest-tenured pct. Council presidents in NYC, we had petitioned and presented to the Mayor's office and the chief of community affairs our suggestions on how to reimagine community councils, to begin to civilize interaction between police and the black and brown communities. A new member orientation (NMO) would be a rational way to onboard Boro President Eric Adam's suggestion and the Mayor's directive to have pct. councils vet commanding officers. A system that doesn't adhere to its own guidelines will create an environment for confusion and contentious interaction between the police, board members, and the community.
We also addressed the relationship between Pct. councils and an "Elected Civilian Review Board" (ECRB) sponsor Inez Barron Dist. 42. Chief Jeffrey Maddrey Community Affairs is considering how to onboard this nuance initiative, and the Mayor's office is missing from the dialogue entirely, but he offered this short-sighted incomplete directive that is designed to fail from the beginning without unbiased knowledge base council members unafraid to hold law enforcement accountable when they operate outside of the law and patrol guide. The Pct. Council initiatives will only be a publicity stunt without sincere community engagement and empowerment. Here are a few suggestions:

  • Fund and adopt NYPD 2021 Community Partnership. You can change the name but the goal is the same to hold law enforcement accountable and improve civility and respect between the black and brown communities.
  • ###li
  • All members in good standing will be allowed to vote on council business. A new addition is they must also attend a new member orientation (live or virtually).
  • A direct relationship with an “Elected Civilian Review Board”, if enacted.
  • Mandated Term limits for all board members. (to be determined).
