Rare 'Affordable' Chelsea Homes Open To People Making Up To $138K

Seventeen apartments in Chelsea hit the housing lottery for people with an annual income between $40K and $138K.

CHELSEA, NY — A lottery for below-market-rate apartments in Chelsea opened up August 1 — a rarity in the neighborhood.

Seventeen studios to three-bedroom apartments at "affordable" rents hit the city's housing lottery for people making between $40,080 and $138,710.

Income requirements differ depending on how many people are in the household and the size of the apartment, but range between 70 and 130 percent of the area median income.

Studios and one-bedroom units start at $1,169 for people making $40,080 to $59,780, with four units available. Seven more studios and one-bedrooms starting at $2,375 are available for people making between $81,429 to $111,020.

There are four two-bedroom and two three-bedroom apartments also available for incomes between $51,532 and $138,710.

The apartments are located in a newly constructed apartment building dubbed Flow Chelsea, at 211 West 29th St. between Seventh and Eighth avenues.

The 24-story apartment building was built to sustainability standards known as Passive House, which uses construction methods that reduces street noise for residents and lowers the building's energy consumption.

ZH Architects of Tribeca is the designer and Bernstein Real Estate is the developer of the building, which broke ground summer 2017.

It features a laundry room, 24-hour door attendant, a gym, and a bike room. Half the units are set aside for people living in Community Board 5's district. Five percent of units are for mobility-impaired applicants, two percent for people with vision and hearing disabilities, and five percent for city employees.

The deadline to apply is August 22.
