To IPAD Petition Signatures or not too IPAD; what's the answer?

With modern technology predominate in NYS Election Processes; it would be incredibly convenient if NYS Board of Elections; grants Delegates and/or Party Candidates usage of NYS Board of Elections IPADS to Petition with. Witnessing a Fellow Political Party Member's Signature is required and must still be in Person; that is a NYS Constitution requirement-which during Pandemic made gathering Signatures impossible to comply with. Social distance enforcement was an oxy moron of legislative process and immediate Halting of Petitioning in 2020-should have occurred. I was not offered this by Executive Order or by NYS Board of Elections.

To back track on my Statewide Legislative Proposal; Uploading Party Petitions on to the NYS Board of Election IPADS-the very same ones used to Check in Voters at their Registered Polling Stations-will grant Candidates and Political Party Signers ease of mind when the Candidate or Members that Circulate Petitions do so Electronically. I share it now; to further my commitment to NYS registered Constituents in my district; so that I fully understand what Kind of Legislator I'm going to be in the near future.

NYS Board of Elections providing IPADS owned and leased to the Candidates is such a viable option now that we're aware that Healthcare Pandemic Parameters of human touch or presence passed along COVID 19 to many. IPADS usage are less likely to pass on germs and with technology one can easily wipe down the surface of the IPAD to circulate electronic Political Party Selection Petitions. It's innovative idea and goes along with NYS Board of Elections modernization efforts of Polling Machines, Voter Check in and Casting Votes. The next logical step is to grant Campaigns usage of NYS Board of Elections IPADs because Petitioning is the Process for the Citizen Candidate (the non Political Party Candidate) to ask same party registered voters for their support in seeing their Name on the Election Primary or General Election Ballot. When a person seeking to run for offices is not the Political Party candidate; they must Petition-there is no other option to start the process. Petitioning is important process for All Registered Political Parties because if there is no Party Quorums that voted for the Selection of Local Office Candidates-then Part Chairs-have the absolute As of Right to Hand Select a Candidate's name to be on the Ballot-which can eliminate Citizen Participation in being on the Ballot for a Primary, Primaries are for all Political Parties if a Person chooses to challenge Party Leadership.

Maryann Maltese announced as the Non-party Candidate (Delegate) in the NYS Assembly 12th AD Special election of 2020-but her time was shorten by EO COVID 19 State of Emergency reduction of Constitutional time frames to Petition. While Party Candidates received extended Time Frames to do so; Delegates Time of 37 days was eliminated and not re-extended. The Precedent to Follow is 9-11 Terror Attacks as in 2001-that was NYS Primary Day and events shout down Primaries. As a result of 9-11; 2001 Primary was rescheduled 2.5 weeks later; this is exactly what Maryann Maltese asked for within her Election Law Complaint within Maryann Maltese v. NYS Board of Elections and Hon. Andrew Cuomo; as Governor 2020:01569-filed at State Supreme Court-Suffolk County. Suffolk County Supreme along with the 2nd Judicial; denied Maryann Maltese an Election Law Hearing in its entirety-but Approved and rendered Decision making in Polenz v. Marcantonio; within the same Election District. What does that tell us about Equal Access to the Ballot between Party and Delegate Candidates; It doesn't exist.

The rendering in Maltese v. NYS Board of Elections-further demonstrates that systematic discrimination against Women is alive and well. For 60 years; Male Legislators representing Western Suffolk have consistently voted against Women's Rights and Women's Earning's Equality.

The best way to send a message is to remind Voters that reside in Suffolk County-that events that surround Maryann Maltese's run for office in 2020 are intentionally motivated beyond good sportsmanship of a race with an element of Discrimination against me as a Woman. One of my Primary reasons to Seek Legislative Offices in State Government is because NYS has discriminated against me as an Employee who took unpaid Leave; and was not reinstated from that Approval. That too; is an Employer Violation in its entirety; hence filing suit at the Court of Claims for unpaid earnings as a tenured Employee of NYS 1994-2013. Procedural process aspects of the 2019 Equality Law are not in place in NYS-forcing suit as NYS Policy Makers have not yet introduced Maryann Maltese law to correct the matter.

There is need for change in the Guard; knowing when Massive Employer violations exist with intentional denial and Bullying by Leaders in Present Position not allowing Legislative Bill introduction for Maryann Maltese. Why again is this a Problem during Healthcare Pandemic? Because NYS State Legislators in 2021 State Budget-approved 660 Million in Corrective earnings for Employees (Male); once again eliminating Female NYS Public Officer-Maryann Maltese. How many years; 6 years. How often do Male employees wait for Corrective or retroactive Corrective-no more than 30 days. Do you consider this discrimination in NYS Public Service Employment? I do too-that's why I'm going in again; and this time as a Legislator with your help.

Maryann Maltese is a 30 year Master of Political Sciences and Government Processes-NYS Constitutional Expert. Maryann has worked with the Chair; of the NYS Assembly and the NYS Senate Election Law Committees. The above Legislative recommendation on NYS Board of Elections providing IPAD usage for Delegate and/or Party Candidates to collect Petition signatures promotes Civil Rights and Citizen access to the ballot is viable. The NYS Board of Elections IPAD; again is sound and safer way for Collecting Petitioning Signatures which is still required to be collected in PERSON as that requirement is within the NYS Constitution. Why is it required; to ensure you Signed for a Citizen to be on the ballot Primary and/or Election Day. What are we going to do; Never take it for granted again in Western Suffolk County.

How do we make Petitioning more efficient; Including Modern Technology in the Petitioning Process further Promotes NYS Board of Elections decision making of Early Voting and More Voter Access. Who's going to bring it; Maryann Maltese-a proven track record as a Staff; and as a Civilian.
