People Dying in Puerto Rico, Where is the Help?

The situation in Puerto Rico is desperate with no access to water, food and electricity and gas dwindling. BUT WHERE IS THE HELP?

According to CNN there are approximately 3000 shipping containers with urgent food, water and medical supplies waiting in San Juan port, but because of a lack of drivers and the dwindling supply of gas, there is no effective way of distributing these desperately needed supplies. http://www.cnn.com/2017/09/29/...

SO MY QUESTION IS, AND I WANT TO SAY IT LOUD AND CLEAR - WHY IS THE MILITARY NOT GOING IN WITH AIRCRAFT CARRIERS WITH GASOLINE , NEEDED SUPPLIES, AND THE NEEDED PERSONNEL TO DRIVE THE TRUCKS TO MOVE SUPPLIES ALREADY THERE?

If this is NOT happening, then the fault lies in one place, and one place only, and that is with the commander in chief of the armed forces, the President of the United States. The POTUS has the power to send troops to start a war, the office also has the power to send troops to give aid. Why is this not happening?

At this time 16 people have died on the island. There are people who have treatable medical conditions that are becoming serious, because there is no access to basic medicine. It was determined at the outset that the 3 million citizens of Puerto Rico could not go long without water, food and medical supplies, before it became a humanitarian crisis. NOW IT IS A HUMANITARIAN CRISIS. And all we have heard from the president are words saying "The U.S. will not rest until Puerto Ricans are safe," and then in the same breath he starts talking about how Puerto Rico needs to be rebuilt, how Puerto Rico is already in debt, and who is going to pay for all of this. I don't hear anything in terms of what is being done, to help the people of Puerto Rico, right now today, with tangible and practical help that will keep people from dying. It is very clear that what is being done, is not enough.
