The incident left the e-biker with back and leg injuries after being hit by the NYPD vehicle about 3:15 p.m. Wednesday.

After the incident, cops slapped the e-biker with a summons for failing to yield to an emergency vehicle and operating an e-bike, the NYPD said.

Cops arrived at the slashing scene after the attacker had fled, police said. There are no arrests or suspects in that incident.

One of the officers was taken to Bellevue in stable condition for back pain, police said.

At the scene of the crash, passersby at St. Mark's Place and First Avenue gathered around the cyclist laying face down on the ground behind a Verizon truck stationed at the intersection, unable to stand up, the video shows.

"This man could've died right now," said one passerby in the video, filming from a hover board. "He almost landed inside of the [Verizon] truck — that's how hard they hit him."

When emergency personnel arrived, the man was conscious, video shows, but was screaming in pain about his leg, knee and back when EMS responders moved him from the ground to a stretcher with a neck stabilizer.

Video shows the NYPD vehicle with a dent in the hood of the car.
