2 City-Owned Hell's Kitchen Sites To Become Housing, City Says
All of the units in both developments will be offered below market rates, officials said.
HELL'S KITCHEN, NY — Two Hell's Kitchen sites owned by city agencies will be developed into affordable housing, city officials announced this week.
The vacant sites are located at 806 Ninth Ave., at the corner of West 54th Street, and 705 10th Avenue, between West 48th and 49th streets, the city Department of Housing Preservation and Development announced. The Ninth Avenue site is currently owned by New York City Transit and the 10th Avenue site is owned by the city Department of Environmental Protection.
Both city agencies will give up control of the sites to a private developer in order to facilitate the construction of mixed-use developments with 100 percent of the apartment units offered at below-market rates, city officials said. The city Department of Housing Preservation and Development launched a request for proposals for the two sites on Monday.

"Deploying public sites for affordable housing development is a critical component of Housing New York 2.0 and our efforts to secure greater affordability across all our neighborhoods," HPD Commissioner Maria Torres-Springer said in a statement. "Through this RFP, we are making good on the promise of the Hudson Yards development plan and looking to generate dynamic proposals that will add to the fabric of the neighborhood and respond to the needs and priorities of the community."
Developers must submit proposals for both sites, which occupy a combined 43,000 square feet of space, city officials said. Bids must include plans to offer 100 percent of the apartments in the future developments at below-market rates "for a mix of incomes," according to an HPD press release.

It's currently unknown how many apartments the city expects the new developments to yield. The Ninth Avenue site will contain ground-floor retail space and at least 33,000 square feet of new office space and the Tenth Avenue site will contain a public restroom and an open space developed by the city Parks Department.
