Lottery Opens For 103 Hell's Kitchen Below-Market Rate Apartments
The apartment units are located in a new 62-story luxury development on West 31st Street.

HELL'S KITCHEN, NY — A lottery for more than 100 apartments offered at rents below the market rate in a new Hell's Kitchen development is now accepting applications. The homes are located in The Eugene, a new 62-story development on West 31st Street between Ninth and 10th avenues.
The majority of the new apartment units are being offered at affordable rates for individuals and families making 40 percent of the area median income, according to the city's housing connect website. The rest of the units are offered for individuals and families making 120 percent of the area median income. These units, while not exactly "affordable" are still a bargain compared to The Eugene's market-rate apartments.
The cheapest units — 41 studio apartments — rent for $613 per month and are available for people earning an annual salary between $22,903 and $29,240. Nineteen one-bedroom apartments will rent for $659 per month and are available for individuals making between $24,549 and $29,240 per year and families of two making between $24,549 and $33,400 per year.

The remaining 43 units are offered at higher rents. There are 15 studios renting for $1,949 available for people earning at least $68,709 per year, 22 one-bedroom apartments renting for $2,091 available for people or families of two earning at least $73,646 per year and six two-bedroom apartments renting for 2,519 available for people of families of up to four making at least $88,355 per year.

Prospective tenants may apply for the lottery through the city's Housing Connect website. A mail-in application can be requested by sending a self-addressed envelope to: 435 W 31 Phase II c/o Breaking Ground, PO Box 3620937, New York, NY 10129 Applications must be sent or postmarked by July 3.
Fifty percent of the units are reserved for current residents of Manhattan's Community District 4, which includes parts of Hell's Kitchen and Chelsea, according to the city's Housing Connect website. Five percent of the units are reserved for municipal employees and an additional seven percent are reserved for people with mobility (5 percent) or vision (2 percent) disabilities.
