Manhunt For 19-Year-Old Ends In Arrest: Police

Federal charges are pending for the Peekskill man, the police chief said.

PEEKSKILL, NY — A Peekskill 19-year-old is in custody on an outstanding warrant for violating probation, and federal charges are pending because he was found Sunday with a gun after a multi-agency manhunt, police said.

Police first received a report that Jacob Ruffin abducted his girlfriend and child at gunpoint. That turned out to not be true, said Peekskill Police Chief Donald Halmy.

After the domestic incident was reported, police saw Ruffin on the 1300 block of Howard Street, Halmy said. He ran, the chief said. Peekskill police called for backup from neighboring agencies, established a perimeter and searched inside it. Ruffin was found hiding on a nearby resident’s porch, Halmy said.

Police said they recovered a handgun after he was arrested at 3:45 p.m.

All other parties involved, including his girlfriend and child were confirmed to be safe and unharmed.

"This agency would like to commend all of its officers that responded to this serious incident as well as all responding outside agencies for their assistance, to include FBI Safe Streets Task Force, Westchester County Dept of Public Safety, New York State Police, Yorktown Police Department and MTA PD," Halmy said.

He did not elaborate on Ruffin's initial arrest, conviction or probation.
