The outer boroughs all experienced job growth amid declining wages from 2000 to 2017. But the trend was most severe in Queens, where the median wage dropped 14.2 percent, the IBO said. (All wages in the report are in 2017 dollars, adjusted for inflation.)

Queens had the most private-sector jobs outside of Manhattan until Brooklyn surpassed it in 2010, according to the IBO.
