Southeast Primary Guide: Who's On The Ballot, How To Vote
There is a contest among three candidates for town council in Southeast.

SOUTHEAST, NY — A Republican primary will take place June 22 in Southeast as three candidates for two seats on the Town Board seek a chance to be on the party's ballot line in November.
Who's on the ballot:
Eric Larca is seeking a second term on the board. Eric Cyprus is a member of the town Planning Board. Carla E. Lucchino is a national security consultant.

How to vote in the 2021 Primary Election:
In-person voting:
Early voting will take place June 12 - 2o at the Putnam County Board of Elections, 25 Old Route 6 in Carmel.
- June 12: 9 a.m. - 2 p.m.
- June 13: 9 a.m. - 2 p.m.
- June 14: 9 a.m. - 5 p.m.
- June 15: 9 a.m. - 8 p.m.
- June 16: 9 am to 5 pm
- June 17: 9 am to 8 pm
- June 18: 9 am to 5 pm
- June 19: 9 am to 2 pm
- June 20: 9 am to 2 pm

Absentee voting:
This year you may vote absentee if you will be:
- Absent from Putnam County on Election Day.
- Unable to appear at the polls due to temporary or permanent illness or disability (temporary illness includes being unable to appear due to risk of contracting or spreading a communicable disease like COVID-19).
- Unable to appear because you are the primary caregiver of one or more individuals who are ill or physically disabled.
- A resident or patient of a Veterans Health Administration Hospital.
- Detained in jail awaiting Grand Jury action or confined in prison after conviction for an offense other than a felony.
How to Apply for an Absentee Ballot
You may apply for an absentee ballot in any of the following ways:
- By sending an email request to putnamcountyelections@putnamcountyny.gov (see instructions here)
- By sending a fax request to (845) 808-1920
- By going in person to 25 Old Route 6, Carmel, NY 10512
- By mailing a paper application to 25 Old Route 6, Carmel, NY 10512

Completed applications must be mailed no later than the seventh day before the election or delivered in person no later than the day before the election.
The deadline to postmark an application or letter of application by mail, or send an email or fax for an absentee ballot. is June 15. Learn more here. The last day to apply in person for an absentee ballot is June 21.
Absentee ballots must be postmarked or taken to the Putnam Board of Elections (by someone other than the voter) by June 22. A mailed-in absentee ballot must be received no later than June 29.
