Developers File For 13-Story Tower On Madison Avenue
The new 210-foot building will contain 12 large apartments and ground-floor retail space.

UPPER EAST SIDE, NY — Nonessential construction projects are currently being suspended as part of the state's stay-at-home order to prevent the spread of coronavirus, but developers are still planning new projects for the Upper East Side.
The Naftali Group filed plans with the city Department of Buildings this week to build a new 13-story tower on Madison Avenue that will rise 210-feet-tall between East 85th and 86th streets, according to building plans. The new building will be a mixed retail and residential development.
Naftali's planned development will include 12 apartments, most of which will occupy a full floor of the building. Two apartments will share the building's second floor, two duplexes will occupy the top four floors and a third duplex will occupy half of the building's third and fourth floors, according to development plans. With 58,919 square feet zoned for residential use, the average apartment will be about 4,900 square feet.

Planned amenities include a gym, squash court, child play room, theater, residential storage and a roof terrace, according to building plans. A retail space zoned for 3,749 square feet will be located on the building's ground floor.
Developers filed plans to demolish the site's existing two-story building in January. It's unclear when construction will begin on Naftali's new building due to limits on nonessential construction put in place by New York Gov. Andrew Cuomo's executive order to shut down nonessential business in the state.

The project likely will not meet the threshold of essential or emergency construction put in place by the state. The state has deemed only projects relating to government and healthcare functions, projects with affordable housing and projects that could create dangerous situations if left incomplete as essential.
