Who's the Worst Landlord on the Upper East Side? See Who Made the Cut
See which Upper East Side landlords ended up on the city's list of the 100 worst in New York.
UPPER EAST SIDE, NY — Public Advocate Letitia James released the annual list of the 100 Worst Landlords in New York City on Thursday, but residents of the Upper East Side shouldn't get too worked up.
Only four landlords who own property on the Upper East Side were placed on the list, which isn't too bad. On the other hand, one of the landlords was on of the major offenders in the entire city, and was listed in the top five.
The landlords are ranked from worst (No. 1) to least-worst (No. 100), based on the total number of Housing Preservation and Development (HPD) violations and Department of Buildings (DOB) violations at each of the properties they own.

"Apartments free of mold, vermin, rodents and harassment aren't luxuries," James said on Twitter. "These are basic rights that no tenant should be denied."
The absolute worst property owner on the Upper East Side is Allan Goldman, according to the Public Advocate. Goldman was one of the worst landlords in the entire city and was ranked No. 2 on the 100 worst landlords list. Properties owned by Goldman, such as 35 E. 60th St. and 220 E. 89th St., were hit with 1208 violations. Of those violations, 1193 came from HPB and 15 from DOB.

Goldman is the son of real-estate mogul Sol Goldman, and inherited much of the real estate portfolio when his father died, the Real Deal reported in 2013. Goldman and his sister Jane control Solil Management Corporation, which manages the portfolio valued around $6 billion, according to the report.
“The Landlord Watchlist is a critically-important resource for tenants, advocates and elected official,” Mayor Bill de Blasio, who started the annual list as Public Advocate in 2010, said in a statement.
