2 Lower Manhattan Construction Sites Fined For Safety Violations

Construction sites in the West Village and Chelsea recently racked up $15,000 in fines from the New York Department of Buildings.

LOWER MANHATTAN, NY — Companies involved with construction projects in two buildings in the West Village and Chelsea were hit with $15,000 worth of fines for several safety violations, the city announced on Monday.

The Department of Buildings announced the fines in its monthly Enforcement Action Bulletin sheet.

102 Charlton Street: $7,500 fine

The West Village address is an active site where is getting done on the construction of a new 22-story new residential building.

In April 2020, a Department of Building inspection found multiple unsafe conditions within the construction site, including debris and a loose section of concrete around the construction site's outer edge, which posed a threat of accidentally falling.

Additionally, the inspection uncovered holes that weren't blocked off properly and inadequate guardrails.

The general contractor of the site, Charlton Development Group, was issued a $7,500 penalty for the violations, and have since fixed all the issues, according to a spokesperson from the Department of Buildings.

The Chelsea address is a four-story apartment building that currently has work getting done to one of its apartments.

The Department of Buildings sent inspectors to the location in August after a 311 complaint was made about the construction's safety.

Inspectors found that the renovation plan was not properly distributed or posted about in the building, which is required by law, and the Department of Buildings issued a $2,500 fine to the owners Chelsea Brownstone Condo Association and Sequoia Property Management.

During a separate trip to the apartment, inspectors found that the owners had failed to provide a designated safety monitor, contact tracing logs, work cleaning logs, a safety communication plan, and a COVID-19 business affirmation filing.

The owners of the Chelsea apartment were fined another $5,000 for it.

A full stop-work order was issued for the construction on Aug. 19, which was then lifted on Nov. 5 after the owners successfully addressed the issues.
