The units are part of the Mandatory Inclusionary Housing program, which provides zoning allowances to developments with a percentage of affordably priced units.
City Comptroller Scott Stringer's office, though, recently found that the program has provided substantially more housing, like the Cook Street apartments, to those that earn around $75,120 a year, rather than to low-income New Yorkers. 166,000 units went to those with the $75,120 salary, while only 31,500 homes were made available for low-income applicants, the report said.
