Charlotte-Mecklenburg Schools Announces New Appointments
James Garvin, former principal at Cornelius Elementary, has been named executive director for the Central 1 Learning Community.
Charlotte-Mecklenburg Schools Superintendent Earnest Winston announced new appointments at [the Oct. 22] Charlotte-Mecklenburg Board of Education meeting.

Rebecca (Becky) Curtiss Crawford has been named principal for Dilworth Elementary: Latta and Sedgefield campuses. Crawford has been the assistant principal at Dilworth Elementary: Sedgefield Campus since 2018. She was assistant principal at Dilworth Elementary from 2015 to 2018 and a literacy facilitator (2014 to 2015), teaching assistant principal (2013 to 2014) and teacher (2011 to 2014), all at Selwyn Elementary. Crawford was a literacy facilitator (2009 to 2011), data manager (2008 to 2009) and teacher (2002 to 2008) at Highland Renaissance Academy and a teacher at Rama Road Elementary (1998 to 2002). She earned a bachelor’s degree in education from Elon University, Elon, and master’s degrees in education – reading from Queens University and in school leadership from Winthrop University, Rock Hill, S.C.

Dr. Brooklyn B. Hough has been named principal at Rea Farms K-8. Hough has been principal at Devonshire Elementary since 2017 and was principal at Lake Wylie Elementary from 2014 to 2017. She was assistant principal at Pineville Elementary from 2011 to 2014 and dean of students at Lake Wylie Elementary in 2011 and at Myers Park High from 2010 to 2011. Hough was literacy facilitator at Thomasboro Elementary from 2009 to 2010, transition program coordinator at J.T. Williams Middle in 2009 and literacy facilitator at Lincoln Heights Elementary from 2008 to 2009. She was a teacher at McAlpine Elementary from 2006 to 2008 and Smithfield Elementary from 2004 to 2006. Hough earned a bachelor’s degree in elementary grades education from the University of North Carolina at Charlotte and a master’s degree in educational administration from Gardner-Webb University. She also earned a doctoral degree in educational leadership from Gardner-Webb.
Philip A. Steffes has been named principal at Palisades Park Elementary. He has been principal at Albemarle Road Elementary since 2015 and was principal at Merry Oaks International Academy from 2007 to 2015. Steffes was assistant principal at Endhaven Elementary from 2004 to 2007 and a teacher at Lake Wylie Elementary from 1999 to 2002, Greenway Park Elementary from 1997 to 1999 and Crown Point Elementary in 1997. He earned a bachelor’s degree in elementary education and a master’s degree in school administration from the University of North Carolina at Charlotte.

He was also a teacher at Morehead Elementary from 2000 to 2005 and at Hidden Valley Elementary and Oaklawn Elementary from 1992 to 2000. Garvin earned a bachelor’s degree in elementary education from Johnson C. Smith University and a master’s degree in educational leadership from Gardner-Webb University.
Aaron D. Joplin has been named executive director for the Northwest Learning Community. He has been talent acquisition manager for leadership since 2017 and was principal at Grandview Middle, Hickory City Schools, in Hickory from 2015 to 2017. Joplin was principal at Sparta Elementary, Alleghany County Schools, in Sparta from 2014 to 2015, assistant principal at Grandview Middle from 2011 to 2014 and a teacher at Viewmont Elementary, Hickory City Schools, in Hickory from 2005 to 2011. He was also a teacher and English dropout prevention counselor at South Caldwell High, Caldwell County Schools, in Hudson from 2003 to 2004 and a U.S. Peace Corps volunteer for the China Program and Ecuador Program from 2002 to 2003. Joplin earned a bachelor’s degree in English and philosophy and a master’s degree in elementary education from East Carolina University.
Penny Presley has been named executive director of Professional Learning and Leadership Development. Presley has been executive director for the Northeast/East Learning Communities since 2017 and was principal at Francis Bradley Middle from 2015 to 2017. She was principal (2013 to 2015), assistant principal (2012 to 2013), dean (2010 to 2012) and teacher (2006 to 2010) at Winding Springs Elementary. Presley was also a teacher assistant (2004 to 2006) and a technology instructor (1996 to 2004) at Springfield Elementary, Gaston County Schools in Stanley. She earned a bachelor’s degree in business administration and a master’s degree in teaching from the University of North Carolina at Charlotte.
