5 Members Of Command Staff Promoted Within Cincinnati Police Department

Among them was an officer who was promoted to the rank of executive assistant chief, the highest position a woman has held within the city.

City of Cincinnati leaders joined representatives from the Cincinnati Police Department in Council Chambers Thursday to celebrate the promotion of five of Cincinnati’s finest. Among them was Teresa Theetge who was promoted to the rank of Executive Assistant Chief, the highest position a woman has ever held within CPD.

Mayor John Cranley and members of City Council were on hand to offer words of encouragement and congratulations. City Manager Patrick Duhaney provided remarks and administer the ceremonial oath of office to Theetge and CPD’s two Assistant Police Chiefs, Martin Mack and Lisa Davis. Chief Eliot Isaac administered the Oath of Office to the two new Captains - Douglas Snider and Matthew Hammer.

"I was honored to be part of today's Cincinnati Police Department Promotion Ceremony as we broke incredible diversity barriers," said Mayor Cranley. "Each of these officers has served our City with immense distinction and will continue to devote their hearts to public service. Congratulations."

“Today we welcome the next generation of leadership to the Cincinnati Police Department. Collectively equipped with decades of experience, these distinguished officers bring with them a diverse set of backgrounds and experiences that will inject new perspectives, approaches and ideas into our police force,” added City Manager Duhaney. “I would like to congratulate Executive Assistant Chief Theetge, Assistant Chiefs Mack and Davis, and Captains Hammer and Snider on their incredible professional accomplishments and thank them for their service.”

Biographical details about each of the newly promoted officers are outlined below.

Executive Assistant Chief Lt. Colonel Teresa Theetge

Lt. Colonel Theetge has been with the Cincinnati Police Department for over 29 years, where she has risen to the rank of Assistant Chief. As Commander of the Support and Administration Bureaus, she oversees an array of units that are responsible for the logistical needs of the Department – Training and Development Section, Fleet Services, Impound Unit, Personnel Management, Property and Evidence Management, Collaborative Agreement Compliance Unit, Community Relations Unit, Planning Section, Inspections Section, Police Records Section, and Information Technology Management and Systems.

Throughout her career, Lt. Colonel Theetge has had a multitude of assignments at varying ranks. That includes experience in Patrol and Investigative assignments as well as Inspections, Audits and Internal Investigations.

Lt. Colonel Theetge's experience as a member of the command staff includes working as Night Chief and commanding District One, Central Vice Control, Internal Investigations, and Criminal Investigations Section. After serving as the Commander of the Criminal Investigations Section, she was promoted to Assistant Chief in February of 2016.

During her time with the Cincinnati Police Department, Lt. Colonel Theetge attended Xavier University where she completed her bachelor’s degree in Liberal Arts with a concentration in Organizational Leadership and her master’s degree in Human Resource Development.

Lt. Colonel Theetge is a graduate of the Southern Police Institute (SPI), Police Executive Leadership College (PELC), Certified Law Enforcement Executive (CLEE), Senior Management Institute in Policing (SMIP) and the FBI’s National Executive Institute (NEI). She is also a graduate of the Cincinnati Chamber’s Women Excel Leadership (WE Lead) program and Leadership Cincinnati.

Lt. Colonel Theetge and her husband Bob reside in Miami Township. They have four adult children and six grandchildren.

Lt. Colonel Lisa Davis

Lt. Colonel Lisa Davis joined the Cincinnati Police Department in 1992 as a member of the 76th Recruit Class and was promoted to the rank of Police Officer that same year and assigned to District Three. She has held assignments in District One, Three, Four, Five, Major Offenders Unit, Community Oriented Policing Unit, and most recently served as the District One commander.

Lt. Colonel Davis is a United States Navy Veteran. She holds a bachelor’s degree from Xavier University and attended Ohio University for a master’s degree in Public Administration. She is a graduate of the Police Executive Leadership College (PELC), the Southern Police Institute (SPI), the Senior Management Institute for Police (SMIP), and the Regional Chamber of Commerce WE LEAD.

Lt. Colonel Davis is married to Police Lieutenant Eric Davis and is the very proud mother of four children.

Lt. Colonel Martin Mack

Lt. Colonel Martin Mack joined the Cincinnati Police Department in 1987 as a member of the 70th Recruit Class and was promoted to the rank of Police Officer in 1988 and assigned to District Five. He has been assigned to District Two, Four, Five, Inspections Section, Major Offenders Unit, Internal Investigation Section and most recently served as the District Four commander.

Lt. Colonel Mack was promoted to Police Specialist in June 1997 and to Police Sergeant in July 1997. He was then promoted to Police Lieutenant in March 2005 and later to Captain in 2016.

A graduate of North College Hill High School, Lt. Colonel Mack earned a bachelor’s degree in Accounting from Walsh University and is a graduate of University of Cincinnati with a master's degree in Criminal Justice. Lt. Colonel Mack also graduated from the FBI National Academy, the Senior Management Institute for Police (SMIP) and the Xavier University Public Sector Leader Certificate Program.

Lt. Colonel Mack is a volunteer with the Boys Scouts of America and is a member of the National Organization of Black Law Enforcement Officers (NOBLE). He and his family reside in Springfield Township.

Captain Douglas Snider

Captain Snider began his career with the Cincinnati Police Department in 2002 and was assigned to uniform patrol in District Three upon graduation from the Academy. He also served in District One as a patrol officer before being transferred to the Vortex Unit. He was promoted to Police Specialist in 2007 and made his way back to District Three to work as a detective a year later.

Captain Snider was promoted to Sergeant in 2010 and assigned to District One. After a year in District One he began to work in the Central Business Section, where he remained for several years until a transfer to the Intelligence Unit. While at the Intelligence Unit he worked with various task forces, including the FBI's Safe Streets Task Force and Joint Terrorism Task Force, Ohio Attorney General's Southwest Ohio Violent Crimes Task Force, and the Greater Cincinnati Fusion Center.

He was promoted to Lieutenant in 2016, serving in the Planning Section before assignment to the Internal Investigation Section. In 2019 Captain Snider was transferred to the Homicide Unit, where he also oversaw the Criminalistics Unit. While a Lieutenant he was one of the leaders of the Department's Civil Disturbance Response Team.

Captain Snider holds a Bachelor of Science degree from Mount St. Joseph University and a Master of Science in Criminal Justice from the University of Cincinnati.

Captain Matthew Hammer

Captain Hammer joined the Cincinnati Police Department in July of 1999, as a member of the 88th recruit class. He graduated in December of 1999, and was assigned to District One, where he was worked first in uniform patrol, and later in District One’s Violent Crimes Squad. He was promoted to Police Specialist in 2004, and Police Sergeant in 2007.

As Sergeant, he served in District Two as a patrol sergeant and Violent Crimes Squad supervisor. He later supervised Departments Crime Analysis and Problem-Solving Squad, then District Four’s Investigative Unit. In 2015, he was promoted to Lieutenant. At the rank of Lieutenant, he has served as Night Inspector and Relief Lieutenant in Districts Four and Five. He was transferred in the spring of 2016 to Special Services Section to manage the newly formed PIVOT Unit (Place-Based Investigations of Violent Offender Territories), which includes a team of investigators, a crime analyst group, and the Mountain Bike Squad.

Captain Hammer earned a Bachelor of Arts degree in Criminal Justice from the University of Dayton, and a Master of Science degree in Criminal Justice from the University of Cincinnati. He is currently completing a Ph.D. in Criminal Justice at the University of Cincinnati.

Captain Hammer lives in Loveland with his wife, Monica, who previously served as an officer with CPD. She currently works for the Loveland Police Department. They have two wonderful children.
