This week North Canton City Council held a Council meeting on May 24, 2021, and discussed the following items:

Ordinance No. 31-2021
An ordinance amending the zoning code of the City of North Canton to create Chapter 1136 Main Street Districts Regulations, establishing the Main Street North Gateway, Main Street North, Main Street Center, Main Street South, and Main Street South Gateway zoning districts, in order to fully enact such districts, together with providing opportunities for future residents and businesses.

Ord. 31-2021 would create five new zoning districts intended to be located along the Main Street Corridor. Council made several amendments including changing setbacks, lowering the minimum building height, and altering some permitted uses.
The first reading of Ord. 31-2021 was adopted unanimously as amended. The legislation now moves forward to a second reading.

Ordinance No. 32-2021
An ordinance amending Chapter 1137, Business District Regulations, of the Codified Ordinances of the City of North Canton in order to remove the Main Street Business zoning district.

Ord. 32-2021 would repeal existing regulations for a Main Street Business District that is currently not an active zoning use.
The first reading of Ord. 32-2021 was adopted unanimously. The legislation now moves forward to a second reading.

Ordinance No. 33-2021
An ordinance amending the zoning map of the City of North Canton to reclassify 379 parcels along Main Street, in accordance with the amendment procedure set forth in Chapter 1182 of the Planning and Zoning Code, from various uses to Main Street North Gateway, Main Street North, Main Street Center, Main Street South, and Main Street South Gateway, in order to fully enact such districts, together with providing opportunities for future residents and businesses.

Ord. 33-2021 would create a map of five new zoning districts to be located along the Main Street Corridor. The districts are based on the regulations that would be enacted by Ord. 31-2021.
The first reading of Ord. 33-2021 was adopted unanimously. The legislation now moves forward to a second reading.

Ordinance No. 35-2021
An ordinance amending Chapter 935, Waterlines and Hydrants, of the Codified Ordinances of the City of North Canton, specifically Section 935.02(a), Fee Where Connection Cost is not Paid by Assessment, to authorize payment plans for premises located outside the City.

Ordinance 35-2021 would amend Codified Ordinance 935.02(a) to allow for payment plans for water connection fees for customers located outside the City. The high cost of connection fees has at times been a barrier to attracting new water customers in the past and allowing payment plans can help ease the burden of cost.
The third reading of Ord. 35-2021 was adopted unanimously. The legislation was signed into law by the Mayor and will become effective June 23, 2021.

Ordinance No. 38-2021
An ordinance repealing Chapter 149, Recreation Board, of the Codified Ordinances of the City of North Canton and dissolving the Recreation Board of the City of North Canton.

Ord. 38-2021 was part of a larger review of boards and commission in the City The Recreation Board is a long-standing citizen committee that in the past had helped to administer recreation programs of the City of North Canton. Over time the City’s recreation activities have been discontinued or transition into private management agreements and as a result the Recreation Board had ceased to function as intended. The proposed legislation would repeal the Recreation Board.
The second reading of Ord. 38-2021 was adopted unanimously. The legislation now moves forward to a third reading.

Ordinance No. 39-2021
An ordinance amending Chapter 935, Water Lines and Hydrants, of the Codified Ordinance of the City of North Canton specifically Section 935.08, Sale of Water or Sanitary Sewer Service Outside City Boundaries to change the review process for applications for water or sewer service for locations outside City boundaries.

Ordinance 39-2021 was part of a larger review of boards and commission in the City. The proposed legislation amends the power to review outside water connections and transitions that power to the Department of Administration and in some specific cases with oversight from City Council. The change is recommended in anticipation of legislation that will consolidate the Water Board and Ambulance Billing Board into a single Billing Disputes Board.
The second reading of Ord. 39-2021 was adopted unanimously. The legislation now moves forward to a third reading.

Ordinance No. 40-2021
An ordinance establishing the rates of compensation for future elected officials of the City of North Canton, Ohio, effective December 1, 2021.

Ord. 40-2021 would raise the pay of City Councilmembers to the stated OPERS minimum beginning for the next Council term. The new rate of pay would be $696.84 per month and would increase by 1.75% annually in conjunction with the published OPERS schedule of minimum salaries. Council amended the legislation to remove the President of City Council and the Mayor from inclusion in the pay increase.
The first reading of Ord. 40-2021 was adopted with 6 yays and 1 abstention as amended. The legislation now moves forward to a third reading.

Ordinance No. 41-2021
An ordinance establishing a Billing Disputes Board for the City of North Canton.

Ord. 41-2021 would consolidate the existing Water Board and Ambulance Billing Board into a single, non-elected, billing disputes board to reduce overhead and political influence in resolving billing disputes.
The first reading of Ord. 41-2021 was adopted unanimously. The legislation now moves forward to a second reading.

Ordinance No. 42-2021
An ordinance accepting the preliminary plat of Monticello No. 8, known as and being part of Out Lot 188 as situated in the Northwest Quarter of Section 21, Plain Township, Stark County, Ohio, and located within the corporate limits of the City of North Canton, and declaring the same to be an emergency.

Ord. 42-2021 approved the preliminary plat for Monticello Phase 8. The plat had previously been considered by Council but approval had since lapsed. The legislation was on emergency in order to be ready for final plat approval by the planning commission at their June 2, 2021 meeting.
The first reading of Ord. 42-2021 was adopted unanimously on emergency. The legislation was then signed into law by the Mayor and will take immediate effect.

Resolution No. 10-2021
Resolution No. 10-2021
A resolution for the submission of the question of the renewal and increase of a tax levy for the purpose of providing additional funds for the City’s portion of ambulance service, emergency medical service, or both, in the City of North Canton, Stark County, Ohio.

Res. 10-2021 would submit to the voters of North Canton for the November 2, 2021, general election a renewal and increase levy to support EMS services in the City. The proposal would renew an existing 1.5 mill levy and increase the levy by 1.8 mills for a period of five years.
The first reading of Res. 10-2021 was adopted unanimously. The legislation now moves forward to a second reading.

Resolution No. 11-2021
A resolution for the submission of the question of the renewal and increase of a tax levy for the purpose of providing additional funds for the City’s portion of providing and maintaining fire apparatus or other fire equipment and appliances and for the payment of permanent, part-time, or volunteer firefighting personnel to operate the same, including the payment of any contributions required for such personnel under ORC sections 145.48 or 742.34, in the City of North Canton, Stark County, Ohio.

Res. 11-2021 would submit to the voters of North Canton for the November 2, 2021, general election an additional levy to support EMS services in the City. The proposal would renew an existing 1.5 mill levy and increase the levy by 1.8 mills for a period of five years.
The first reading of Res. 11-2021 was adopted unanimously. The legislation now moves forward to a second reading.

During the meeting, City Council also voted to approve minutes from April 26, 2021, April 30, 2021, Â May 3, 2021, May 10, 2021, and May 17, 2021, as well as revised Part 17 and Chapters 139, 140, 148, 505, 521, 719, 907, and 953 of the Codified Ordinances.
