North Strabane Man Charged with False Imprisonment, Child Endangerment, Assault
Police said the man chained an 11-year-old boy to the basement stairs after he allegedly refused to eat dinner.

North Strabane police said a township man chained an 11-year-old boy to his basement steps after he refused to eat dinner.
Police said Joshua Smith, 38, was charged with false imprisonment, child endangerment, simple assault and harassment following the Monday incident.
Officers had to cut the chain off the boy's right leg with wire cutters, police said.

Police were summoned after another adult in the home called officers.
Smith was arraigned before district Judge Jay Weller and remanded to the Washington County Jail after being unable to post bail.

He remained in the Washington County Jail as of Tuesday afternoon.
Police said that if Smith makes bail, there will be two conditions: That he is evicted from the home and that he has no contact with the victim prior to his preliminary hearing.
Smith is scheduled to appear for a preliminary hearing before Weller at noon on May 28.
