Charges Pending Against Man Police Said Was Asleep Behind Wheel

Charges are pending against a Canonsburg man that borough police said was either asleep or passed out behind the wheel of his car as it sat at a green light.

Officers spotted the car, being driven by Evan Robert Chappel, of Highland Avenue, stopped at the light at Weavertown and Morganza roads.

As police passed the car, officers noted that Chappel was "in a slouched back position with his head leaning to his right as to have been sleeping or passed out behind the wheel."

The officer turned his vehicle around, and stopped behind the man's vehicle, watching as the light changed from red to green—with the car remaining motionless.

Police then pulled alongside the vehicle and asked the driver if he was OK, but the man gave the officer no response.

The vehicle's engine was running, and the officer noted that it was still in drive. The officer said he then opened the passenger-side door of the vehicle and put the car in park.

That's when police said they smelled the "overwhelming" odor of marijuana emanating from the glove compartment.

The officer then shook Chappel's arm and shouted to rouse him.

After two attempts, Chappel acknowledged the presence of the officer, although police said he "appeared to be in a confused state of mind."

Officers eventually asked the man to exit the vehicle and perform field-sobriety tests, which police said showed impairment.

Chappel consented to a legal blood draw, was taken into custody for suspicion of driving under the influence and was taken to Canonsburg General Hospital for testing.

A search of the vehicle yielded a multi-colored marijuana pipe and a silver cylinder marijuana grinder, according to a police report.

Charges are pending the results of the blood draw, police said.
