Southampton Man Had Sex Contact With Child Under 13: Police

LOWER SOUTHAMPTON, PA — A Lower Southampton man was arrested Tuesday on charges he had unwanted sexual contact with a child under the age of 13.

Richard Michael Frank, 49, is charged with indecent assault, endangering the welfare of a child and corruption of minors.

According to Lower Southampton Police, Frank surrendered to a police detective on Tuesday. The charges stem from an investigation of behavior police say happened in July and August of 2017.

During that time, police say, Frank was supervising the welfare of the juvenile, who was younger than 13 at the time. Police say he had "indecent contact" with the child without the child's consent.

Frank was arraigned by District Justice Daniel Finello, who set his bail at $75,000 unsecured.
