West View Borough Council Agenda to Address Street Openings, Excavations

The West View Borough Council will meet at 7 p.m.

The West View Borough Council will meet at 7 p.m. Thursday on the second floor of the municipal building, at 441 Perry Highway.

The agenda includes: 

1. Council to consider Ordinance No. 1464, which would regulate all borough street openings/excavations.

According to the ordinance, no work will be permitted in the right-of-way of a borough street without a street occupancy permit. 

2. Council to consider Ordinance No. 1465, which establishes fees and charges for street openings/excavations.

According to the ordinance, a flat fee of $150 will be charged to all entities applying for and granted a street opening permit in the borough, covering an opening of not more than 4 feet by 4 feet. Any opening in excess of that amount shall be charged an additional $1 per square foot. 

In addition to the permit fee, a $100 inspection fee will also be charged, according to the ordinance. 

3. Council to consider appointing a delegate and an alternate delegate to the Allegheny County Boroughs Association. (Current delegate is William Aguglia and the alternate is John Koerts. 

4. Council to consier the results of the April 9th bid opening for the 2012 paving project. Five bids were received as follows: 

- $636,278.50 from Victor Paving and Construction

- $719,896.50 from A. Folino Construction, Inc.

- $646,853 from El Grande Industries

- $681,811.90 from Shields Asphalt

- $813,998.10 from Morgan Excavation

Additionally, according to the mayor's report: 

Total receipts for motor vehicle violations for March 2012 were $5,972.17, which included $125 for parking tickets, $1,398.17 for vehicle code violations, $3,259.74 for ordinance and statute violations, and $3,259.74 for DUI enforcement.
