Phoenixville Man Caught in Montco Deadbeat Parent Sweep

The Montgomery County Sheriff arrested seven male parents who failed to make child support payments.

A Phoenixville resident is one of seven men caught in a deadbeat parent sweep conducted by the Montgomery County Sheriff’s office early Wednesday morning.

Jeremy Bowers, of Phoenixville, was also wanted in Berks County for simple assault and failure to appear in court, according to the sheriff’s office.

The seven alleged male deadbeat parents failed to pay a total of $71,331.71 in child support for 13 kids, the Montgomery County sheriff’s office said in a statement. James Licwinko owed the most money with a total of $36,447.67 in child support for two kids.

Fourteen deputies, including two K9 units, targeted Norristown, Pottstown, Collegeville, Phoenixville and other areas in Berks and Chester counties with a list of 27 defendants who owed a total of $423,054.62 for 41 kids.

“We do these regular raids, but we are picking up domestic relations and criminal defendants and fugitives all of the time,” said Sheriff Russell Bono. “Our Warrants Division has been extremely busy over the past year.”

Five defendants who were not captured during the raid are now on the “Most Wanted” list for Domestic Relations:

  • Randall McKenzi Dray, Jr., last known address on the 1300 block of Queen Street in Pottstown.
  • Timothy Alton Rayburn, Jr., last known address on the 1100 block of 1100 Cornwallis Way in Collegeville.
  • William Eugene Lewis, last known work address at the Bistro Restaurant in Phoenixville.
  • James David Powell, Jr., last known address on the 400 block of Stoneybrooke Drive in Norristown.
  • Glenn David Saylor, last known address on the 200 block of Yost Avenue in Spring City.
