Narragansett Police Log: December 7, 2012
A drunken driving arrest leads to a traffic accident.

New Jersey Man Charged With Drunken Driving…
Jason L. Franks, 22, of 228 Evans Place, Saddle Brook, NJ, was arrested at about 12:37 a.m. on Dec. 7 and charged with drunken driving.

According to police, an officer traveling behind a black Saturn on Ocean Road near Major Arnold Road noted it drifting and driving very slowly. The car was clocked at 18 miles per hour in a 35 mile per hour zone.
A traffic stop was made near Fort Greene. Police said that when asking the driver – Franks – for basic information, he apologized and told them, “I should not have been driving” and “I drank way too much tonight.”

Police said that Franks smelled of alcohol, a can of Pabst Blue Ribbon beer was on the floor, and a 30-pack of beer was open on the back seat of the car.
According to police, they attempted to give Franks field sobriety tests, but halfway through the second one he stopped and said, “Look I’m drunk just arrest me.” Police said they did at this point, and noted that Franks thanked them and said he was glad he got pulled over during transport to headquarters.
Police said Franks consented to chemical breath tests, which revealed blood alcohol levels of .258 at 1:32 a.m. and .256 at 1:34 a.m. He was held for arraignment at Fourth Division District Court later that morning.
… And Riverside Woman Charged With Leaving the Scene of an Accident After Hitting Police Car
Julia L. Collins, 21, of 83 Padelford Ave., Riverside, was arrested at about 1:14 a.m. on Dec. 7 and charged with failing to stop after an accident.
According to police, Collins was driving a 2012 Nissan Sentra and sideswiped a patrol car as it was stopped and the officer was assisting with Franks’ arrest. Police said the patrol car did have its hazard and flashing lights on, and was parked half in the breakdown lane and half in the travel lane.
Police said the sideswipe resulted in the loss of the patrol car’s driver’s side mirror and spotlight. No injuries were reported.
According to police, the officer followed the car and made a traffic stop near Knowlesway. Collins told police that she was aware she had hit the car, but didn’t know what to do and continued driving.
Police said Collins’ car smelled strongly of alcohol, but she passed field sobriety tests. As a result, she was not charged with drunken driving. A passenger also passed field sobriety tests and was allowed to drive the car from the scene.
According to police, Collins was processed and then released at about 2:22 a.m.
