Narragansett Police Log: November 7, 8, 9 and 10, 2012

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

URI Student Charged With Drunken Driving After Leaving Accident Scene

Nathan L. Filion, 20, of 11 Wabash Lane, Narragansett, was arrested at about 3:06 a.m. on Nov. 10 and charged with drunken driving and failure to stop after an accident, and cited for refusing to submit to a chemical test. Police said Filion is a student at the University of Rhode Island.

According to police, they received a report of a traffic accident on Ocean Road near Turtle Soup, with the driver of a blue car leaving the scene.

Police said they spoke to the victim, who said the blue car was driving the wrong way on Ocean Road, and struck his car head on. (Ocean Road is currently a one-way road, with warning signs and traffic barrels as indicators.) The victim complained of a stiff neck but no other injuries.

According to police, officers found the blue car, with Filion attempting to drive it, at the intersection of Beach Street and Ocean Road. Police noted that the car had significant front-end damage and a flat tire.

Police said Filion smelled strongly of alcohol, and as a result, they asked him to consent to field sobriety tests, which they said he failed. He was arrested at this point.

According to police, Filion refused to submit to a breath test at headquarters. He was processed and then released at about 11:45 a.m. A passenger in Filion’s car was given a ride to the South Kingstown border, at which point South Kingstown police gave him a ride back to URI.

Narragansett Woman Charged With Assault, Disorderly Conduct

Desiree L. Ford, 23, of 107 Angell Road, Narragansett, was arrested at about 1:34 a.m. on Nov. 10 and charged with assault and disorderly conduct. Police said a Third Division District Court warrant was also out for her arrest for an East Greenwich police charge of driving with a suspended license.

According to police, they received a report of a woman throwing a glass at a man at Charlie O’s. Police said when they arrived, a man told them that Ford had thrown the glass at the back of the man’s head, when the man was trying to break up a fight between Ford’s brother and another man.

Police said when Ford and her brother were asked about the thrown glass, they refused to answer any questions about it. Ford was arrested as a result.

According to police, further interviews with two staff members and the victim led to additional witness statements identifying Ford as the one throwing the glass.

Ford was processed at police headquarters and then released at about 4 a.m.

Westerly Woman Charged With Domestic Assault

Holly K. Ferris, 32, of 49 Spring St., Westerly, was arrested at about 1:23 a.m. on Nov. 9 and charged with domestic assault.

According to police, they received a report of an argument between a woman and a man at an Indian Trail home. Police said when they arrived, the 35-year-old Narragansett man was bleeding from his nose, and he said Ferris had hit him.

Police said Ferris had left the scene in a car, but she was found a short distance away. Police said she was initially uncooperative and didn’t deny the man’s account, at which point she was arrested and charged with domestic assault.

According to police, Ferris was processed and held for arraignment at Fourth Division District Court in the morning. Police said after being arrested, Ferris claimed the man had choked her, but she did not formally press charges.

South Kingstown Man Cited After Hitting Telephone Pole

Timothy T. Fagan, 57, of 91 Bayfield Drive, South Kingstown, was cited at about 2:50 a.m. on Nov. 10 and charged with driving with a suspended license.

According to police, they received a complaint of a loud party at Sea Lea Drive. One officer said that while en route to the party, he saw a Toyota Avalon driven by Fagan back into a telephone pole at the intersection of Sea Lea Drive and Point Judith Road.

Police said there did not appear to be any damage to the car or the telephone pole, and Fagan showed no signs of intoxication. However, police said a background check revealed Fagan’s license was suspended.

Fagan was cited for the violation without incident.

Speaking of Loud Parties…

- At about 12:30 a.m. on Nov. 10, police received a report of a loud party at 41 Ocean View Drive.

According to police, about 75 to 100 people were at the party, with plastic cups and beer cans littering the front yard. Police said the party was cleared with the help of the tenants.

The tenants were identified as 20-year-olds Nicholas L. Crowley, Devon Pearson, Joseph A. Celio and Benjamin J. Andrews. Police said all four signed the public nuisance form. All four are URI students.

- At about 12:38 a.m. on Nov. 10, police received a report of a loud party at 100 Marine Drive.

According to police, the tenants – URI students Peter M. Kloak, 20, and Brett D’Alessandro, 21 – were uncooperative throughout. Police said when they arrived, the tenants claimed that only 15 to 20 people were at the house, and complained of police harassment.

Police told the two that the house would have to be cleared because they were violating the town’s noise and social host ordinances. Police noted that they counted at least 35 guests leaving the house as the tenants slowly cleared the house.

However, police said that a guest then requested their presence on the second floor, shouting that there was a fight. Police noted that there were another 50 people on the second floor, with 10 men in the middle of the room, pushing and shoving each other.

Police said that as they tried to break up the disturbance, most of the people on the second floor left, including those fighting. As a result, no arrests were made.

According to police, the tenants were still uncooperative, and said it was “bull****” that officers were ticketing illegally parked cars.

Police said it took three attempts to get them to sign the public nuisance form, noting that both tenants were highly intoxicated. A neighbor also told police that two men had urinated on her bushes on the way out, but police were unable to locate the two after they left the area.

According to police, the party was reviewed on Nov. 12, and a sticker was issued to the home.
