SK Man Charged With Felony For 3rd Domestic; 15 Past Arrests

Jeffrey Scott Monroe, 43, has domestic charges elevated to felonies for third offenses, after his 16th arrest.

Unless otherwise noted, information about the following incidents was supplied by the South Kingstown Police Department. An arrest does not indicate a conviction.

Jeffrey Scott Monroe, 43, of 38 Rolens Drive, Apt. #A4, South Kingstown, was arrested at about 3:02 a.m. on Dec. 21 and charged with domestic disorderly conduct and domestic assault. Because of past offenses, both were elevated to felonies.

According to police, they received a 911 call from a 42-year-old North Kingstown woman, who said that Monroe had assaulted her on the drive to his home.

Police said that the woman told them that she had met with Monroe at about 4 p.m. on Dec. 20, and then driven to her home. She told police that Monroe had become enraged after an ex-boyfriend called the home about five times, between 4 p.m. and 2 a.m.

According to police, the woman told them that Monroe first assaulted her at North Kingstown, before she calmed him down and drove him home. She told police that during the drive home, Monroe poured out a beer in her car.

Police said that the woman then told Monroe she was going to see her ex-boyfriend, which enraged him further. Police said that the woman said that Monroe then threatened to kill her and the ex-boyfriend as a result, and swung his arms around, hitting her in the process.

According to police, an initial search of the area did not reveal Monroe, but he was later arrested without incident. Alcohol was believed to be a factor in the incident, as the victim said Monroe consumed about 12 beers and half a pint of Bacardi in her presence.

Police said Monroe refused to provide a statement. He was held for a 9 a.m. hearing at Fourth Division District Court. South Kingstown police also noted that North Kingstown police were forwarded a copy of their report for investigating the assault that allegedly occurred in their town.

Monroe is being held without bail as of Dec. 24 because of various probation offenses. According to online records, Monroe has 15 previous arrests or pleas:

  • In April 2012, Monroe pleaded no contest to a South Kingstown police felony charge of violating the controlled substance act by being a common nuisance. He was ordered to serve a year of probation and a year-long suspended sentence, and to pay assessments.
  • In August 2009, Monroe pleaded no contest to a South Kingstown police charge of larceny. He was ordered to pay restitution and to serve a year of probation.
  • In October 2008, Monroe pleaded no contest to a Charlestown police charge of driving with a suspended license. He was ordered to pay a fine. An additional charge of obstruction was dismissed.
  • In June 2007, Monroe pleaded no contest to a Westerly police charge of violating a no-contact order. He was ordered to serve 10 days at the ACI, followed by 355 days probation and a 355-day suspended sentence. After a probation violation, he was ordered to serve 90 days at the ACI.
  • In January 2007, Monroe pleaded no contest to a Narragansett police charge of driving with a suspended license. He was ordered to pay a fine.
  • In April 2006, Monroe pleaded no contest to South Kingstown police charges of domestic assault and domestic disorderly conduct. He was ordered to serve a year of probation and a year-long suspended sentence, and to complete domestic abuse counseling.
  • In February 2006, Monroe pleaded no contest to a Charlestown police charge of felony assault. After violating his probation, he was ordered to serve five months at the ACI, followed by two years probation and a two-year suspended sentence.
  • Also in February 2006, Monroe pleaded no contest to a South Kingstown police charge of resisting arrest. He was ordered to serve a year of probation and a year-long suspended sentence. Additional charges of domestic assault and disorderly conduct were dismissed.
  • In May 2002, Monroe pleaded no contest to South Kingstown police charges of disorderly conduct and possession of marijuana. He was ordered to serve a year of probation and a year-long suspended sentence.
  • In February 2002, Monroe pleaded no contest to a Narragansett police charge of assault. He was ordered to serve six months probation and a six-month suspended sentence.
  • In January 2002, Monroe pleaded no contest to South Kingstown police charges of leaving the scene of an accident and driving with a suspended license. He was ordered to pay a fine and to serve a year of probation.
  • In October 2000, Monroe pleaded no contest to Rhode Island State Police charges emanating from the Hope Valley barracks of resisting arrest and assault. He was ordered to serve a year of probation and a year-long suspended sentence.
  • Also in October 2000, Monroe pleaded no contest to a Westerly police charge of disorderly conduct. He was ordered to serve six months probation and a six-month suspended sentence.
  • In March 2000, Monroe pleaded no contest to Narragansett police charges of assault and disorderly conduct. He was ordered to serve a year of probation and a year-long suspended sentence.
  • In November 1998, Monroe pleaded no contest to a Rhode Island State Police charge of assault. He was ordered to serve a year of probation and a year-long suspended sentence.

Monroe is scheduled for felony screening on Feb. 5.
