Florida Man Charged With DWI, Arrest at the Mews

A Florida man is charged with drunken driving, and two brothers are arrested at the Mews. South Kingstown police logs from March 15, 16 and 17, 2013.

Florida Man Charged With Drunken Driving

Stephen J. Schaeffer, 59, of 1333 New Bedford Drive, Sun City Center, FL, was arrested at about 6:05 p.m. on March 16 and charged with drunken driving, and cited for refusing to submit to a chemical test.

According to police, they received a 911 call about an erratic operator on Route 1. Police said that an officer traveling near Congdon Drive saw a car driven by Schaeffer traveling in the breakdown lane for no apparent reason, and a traffic stop was made as a result.

Police said that while speaking with Schaeffer, he was hard to understand, and smelled strongly of alcohol. Police said Schaeffer consented to field sobriety tests, but refused to attempt several, at which point he was arrested.

According to police, Schaeffer complained of suffering a diabetic reaction while in custody. However, police said EMS checked Schaeffer’s blood sugar and found no issues.

Police said Schaeffer was processed at headquarters and then released at about 7:45 p.m.

Brothers Charged With Disorderly Conduct at the Mews

Adam J. Mowbray, 26, of 40 Woodbine Lane, Exeter, and Justin S. Mowbray, 29, of 2060 Warwick Ave., Apt. #104, Warwick, were arrested at about 9:51 p.m. on March 16 and charged with disorderly conduct.

According to police, they received a report of a fight inside and outside of the Mews as staff attempted to remove two people from the restaurant.

Police said that based on interviews, Adam became upset when he was asked to leave because of his level of intoxication, and attacked a bouncer as a result.

According to police, when staff tried to remove Adam, Justin then got involved in the fight, trying to protect his brother. Police said both appeared to be intoxicated, but Adam was the primary aggressor.

Police said both were arrested, processed and then released at about 11:22 p.m. Police said staff at the Mews did not wish to press charges for assault.

License Violations

- Juan L. Pimentel, 33, of 69 McGreeve Way, Apt. #509, Boston, MA, was arrested at about 12:45 a.m. on March 15 and charged with driving with a suspended license.

According to police, they noted a red Honda driving at a fast speed – in forward and reverse – on Main Street. A traffic stop was made in the 300-section.

Police said that when they asked Pimentel for ID, he told them his Massachusetts driver’s license had been suspended for failing to pay child support. Police said a background check confirmed this.

According to police, Pimentel was arrested without incident, processed and then released at about 2:05 a.m.

- Kyle P. O’Connell, 18, of 175 Lang Drive, North Kingstown, was arrested at about 8:54 p.m. on March 16 and charged with driving with a suspended license, and cited for roadway violations. Police said O’Connell is a student at the University of Rhode Island.

According to police, an officer traveling behind a car driven by O’Connell on Route 1 saw it drifting into the left-hand lane, almost striking the median and concrete barriers. A traffic stop was made near the South Kingstown Public Services Building.

Police said O’Connell submitted to field sobriety tests, which he passed. However, a background check revealed that his license was suspended.

According to police, O’Connell was arrested and processed without incident, and released at about 10 p.m. His car was towed from the scene.

- John Cabral, 29, of 61 Slater Ave., Apt. #6, Providence, was arrested at about 4:26 p.m. on March 16 and charged with driving with a suspended license.

According to police, an officer traveling on Ministerial Road near Larkin’s Pond North saw a car driven by Cabral make an illegal turn. A traffic stop was made as a result.

Police said a background check of Cabral revealed that his license had been suspended on March 12 for lack of proper insurance. Police said Cabral was arrested, processed and then released at about 5:15 p.m.
