South Kingstown Police Name New Chief

Captain Joel Ewing-Chow, who has served as the interim chief since July, was selected from a pool of 15 applicants.

SOUTH KINGSTOWN, RI — The South Kingstown Police Department officially has a new chief. Captain Joel Ewing-Chow, who has served as the interim chief since July, was named the full-time replacement Friday, and was sworn in on Monday.

"We conducted a broad search for the Town’s next Chief and Joel Ewing-Chow stood out as the best choice for this community," Town Manager Rob Zarnetske said. "Chief Ewing-Chow has the institutional knowledge, the disposition and the skills necessary to move the SKPD forward as it builds on its tradition of citizen-focused public service."

As the new chief, Ewing-Chow will manage the day-to-day operations of the town's public safety divisions, reporting to the town manager. He was selected from a field of 15 applicants for the position, five of whom were finalists.

Ewing-Chow has served South Kingstown for a quarter-century, starting his career as a civilian dispatcher in 1995 before becoming a police officer in 1999. In 2005, he was promoted to sergeant, detective commander in 2009, captain of operations in 2013 and captain of administration in 2017. He holds a bachelor's degree in criminal justice from Roger Williams University and a master's degree in management from Salve Regina University.
