According to police, during the ride to headquarters Rugg asked police why he had been asked to count backwards, and also said, “I’m busting your balls, what you look like you can take a joke, it’s ridiculous.”
Police said that he added, “I know I was speeding and going fast, but I didn’t think I should be arrested for DUI when I only had two beers.”
According to police, at headquarters Rugg refused to submit to a chemical test after a confidential phone call.
During processing, he allegedly told police, “My girlfriend is going to pay for all this. She was the one who caused me to drive fast because I was mad at her.”
According to police, Rugg was processed and then released at about 2:44 a.m.
URI Student Charged With Domestic Assault
Paige Marie Thompson, 19, of 726 Brockelman Road, Lancaster, MA, was arrested at about 3 p.m. on April 15 and charged with domestic assault. Police said Thompson is a student at the University of Rhode Island.
According to police, they received a 911 call from Thompson, complaining of an assault by her ex-girlfriend, a 21-year-old woman from Hubbardston, MA. Police said they located the car the two were in in the 2900-section of Tower Hill Road.
Police said that after investigating, it was determined that Thompson was the primary aggressor, based on the statements of the other women, injuries on the other woman and a lack of injuries on Thompson.
According to police, it appeared that a verbal argument escalated into a physical confrontation as the two drove back from Massachusetts to URI. Thompson was arrested without incident, processed and then released at about 8 p.m.
