PORTSMOUTH, RI—Police have arrested two teens in connection with two stolen cars in Portsmouth. Both cars were stolen earlier this month. Back on July 1, an Emmanuel Drive resident reported the first car theft. That car was recovered days later at Fort Butts in some woods.
