McNamara Bill Would Cover School-Based Psychological Services

The Warwick Democrat says children with behavioral health disorders are best treated in a school-based setting.

WARWICK, RI — A Warwick Democrat has introduced legislation that would make school-based behavioral health services eligible for federal Medicaid reimbursements.

The bill by Rep. Joseph M. McNamara would categorize services provided by school social workers and certified school psychologists as healthcare-related services eligible for federal reimbursement.

McNamara said he introduced the bill before the pandemic hit, but that he believes it’s now more important than ever. In a media release, he said that the pandemic has put tremendous pressure on families and children, and that the state budget is going to be tight.

“Any help our communities can get in ensuring the presence of these mental health professionals and the essential services they provide would be a tremendous benefit to the families of Rhode Island,” McNamara stated.

McNamara, who chairs the House Education Committee, said millions of children nationwide have been diagnosed with anxiety, depression or behavioral health disorders. He said the Centers for Disease Control and Prevention warns that untreated behavioral health disorders can prevent children from developing coping and resiliency skills. Such skills help children learn, behave and handle their emotions. They are also essential to social development and quality of life, the CDCP states.

McNamara said children are far more likely to get evidence-based mental health treatment when it’s offered in schools.

Warwick School Principal Philip Thornton did not respond to a request for comment.

The legislation is co-sponsored by Reps. Julie Casimiro (D-Dist. 31, North Kingstown, Exeter) and Thomas E. Noret (D-Dist. 25, Coventry, West Warwick). It has been referred to the House Committee on Education.
