Witnesses told detectives that Raines and his passenger drove off in a black Chevrolet Silverado pick-up truck. Police found that truck - which had been reported stolen - in an alley near the intersection of Chapel and Douglas Avenues.
Officers then saw Raines walking on Chester Avenue and arrested him. He allegedly admitted to abandoning the truck and to being involved in the shooting. His passenger was found at his home, but charges are not expected against him.
