When Adkins was arrested he lived in Big Spring, a jailer told the Abilene Reporter-News. He was the boyfriend of Hailey's mother, Billie Dunn, when Hailey was reported missing from her Colorado City, Texas, home in 2010. Her remains were found in April 2013 in a remote west Texas location.
Adkins said he last saw the young girl a day before she was reported missing as she was going to her father's home nearby, according to a 2013 CBS report.
