Southeast Texas is experiencing a major disaster as a torrent of rainfall flooded entire neighborhoods in Houston and closed roads and schools elsewhere Monday. Houston has been declared a disaster area. Heavy rains are forecast to continue into the afternoon. Flash flood watches are in place through Tuesday morning for Houston, Austin, San Antonio, Dallas, Fort Worth, Tyler-Longview and Texarkana. Hardest hit is the Houston area. More than 70 neighborhoods were flooded in the metro area, reports the NWS. Dozens of water rescues were conducted Monday morning.
