Kincora Breaks Ground on Pacific, Russell Branch Connection

Work on Gloucester Parkway expected to follow soon.

Work began Thursday on a missing portion of Pacific Boulevard in Sterling that will provide a new route between Ashburn Village and Route 606 near Dulles International Airport. The project will connect Pacific, which now runs parallel to Route 28 from Route 606 to Nokes Boulevard, with Russell Branch Parkway.

The $36 million, 1.5-mile extension will mean drivers can move between Route 606 and Ashburn Village without getting on Route 7 or Route 28.

“This project will result in an close to 20,000 vehicles being taken off of Routes 28 and 7 each day, which will drastically cut rush-hour congestion on those roads,” said County Chairman Scott K. York (R-At Large).

Officials will Loudoun County joined state officials and Kincora representatives for the event Thursday, which also included a loan-signing ceremony.

The work comes as part of the proffer package for Kincora from developer N.A. Dulles Real Estate Investor LLC. The Kincora development is approved for 4 million square feet of office space, 500,000 square feet of retail uses and 1,400 homes.

Kincora was authorized to take out the Virginia Transportation Infrastructure Bank loan by applying through the Loudoun County Economic Development Authority.

“One of the EDA’s major activities is the issuance of tax-exempt revenue bonds. These bonds result in below market-rate financing of capital projects,” said EDA Chair Brian Chavis.

Meanwhile, the Virginia Department of Transportation plans to begin work on the extension of Gloucester Parkway to Nokes Boulevard in January, with completion slated June 2016, according to VDOT’s website. That extension would provide a direct route from Belmont Country Club and Ashburn Village to Dulles Town Center and Claude Moore Park.
