Loudoun County Election 2016: State Constitutional Amendments, Questions Results
Loudoun voters approved one amendment to the Virginia Constitution but shot down the other. All of the Loudoun Bond questions were approved.

LOUDOUN COUNTY, VA— Loudoun County voters approved one amendment to the Constitution of Virginia but shot down the other amendment that was included on the ballot. All of the Loudoun County Bond questions were overwhelmingly approved, according to the Loudoun County Government's preliminary results.

Question 1: Virginia Constitutional Amendment on Labor Unions
"Should Article I of the Constitution of Virginia be amended to prohibit any agreement or combination between an employer and a labor union or labor organization whereby (i) nonmembers of the union or organization are denied the right to work for the employer, (ii) membership to the union or organization is made a condition of employment or continuation of employment by such employer, or (iii) the union or organization acquires an employment monopoly in any such enterprise?"

DEFEATED: This proposed constitutional amendment was defeated with 91,336 people voting against it. Supporters cast 82,902 votes. Blank votes amounted to 7,528 and over votes to 103.
Question 2: Virginia Constitutional Amendment on Taxation Exemptions for Surviving Spouses of Responders Killed in the Line of Duty
"Shall the Constitution of Virginia be amended to allow the General Assembly to provide an option to the localities to exempt from taxation the real property of the surviving spouse of any law enforcement officer, firefighter, search and rescue personnel, or emergency medical services personnel who was killed in the line of duty, where the surviving spouse occupies the real property as his or her principal place of residence and has not remarried?"
APPROVED: This proposed constitutional amendment passed with with an overwhelming 149,332 voters voting in favor of the legislative change and 27,900 people voting against it. Blank votes amounted to 5,529 and over votes to 22.
Loudoun County Bond Questions:
- Parks and Recreation Projects:
"Shall the County of Loudoun, Virginia contract a debt and issue its general obligation capital improvement bonds in the maximum principal amount of $76,115,000 to finance, in whole or in part, the costs to design, construct and equip a recreation and community center in Ashburn, Hal and Berni Hanson Regional Park in the Blue Ridge District, and other public park, recreational and community center facilities approved in the County's Capital Improvement Program?"
APPROVED: This bond question passed with 102,269 votes in favor and 72,368 against it. Blank votes amounted to 7,211 and over votes to 31.
- Public Safety Projects:
"Shall the County of Loudoun, Virginia contract a debt and issue its general obligation capital improvement bonds in the maximum principal amount of $17,500,000 to finance, in whole or in part, the costs to design, construct and equip the expansion of the Leesburg Fire and Rescue Station (#20); and the costs to design, construct and equip the replacement of the Lovettsville Fire and Rescue Station (#12); and the costs of other public safety facilities approved in the County's Capital Improvement Program?"
APPROVED: Voters approved this project to upgrade two Loudoun County Fire and Rescue stations with 137,542 voting in favor of the project and 38,167 against it. Blank votes amounted to 7,183 and over votes to 30.
- Transportation Projects:
"Shall the County of Loudoun, Virginia contract a debt and issue its general obligation capital improvement bonds in the maximum principal amount of $18,000,000 to finance, in whole or in part, the costs to design and construct improvements to Shellhorn Road; the costs to design and construct improvements at the intersection of Braddock Road and Supreme Drive/Summerall Drive; the costs to design and construct an interchange at Route 7 and Route 690; and the costs of other public road and transportation projects approved in the County's Capital Improvement Program?"
APPROVED: Voters approved the road improvement projects by 127,149 in favor and 47,284 against it. Blank votes amounted to 7,362 and over votes to 21.
- School Projects:
"Shall the County of Loudoun, Virginia contract a debt and issue its general obligation capital improvement bonds in the maximum principal amount of $233,070,000 to finance, in whole or in part, the costs to design, construct and equip ES-28, Dulles South Area Elementary School; the costs to design, construct and equip three classroom additions to six elementary schools in the Dulles North and South planning areas; the costs to design, construct and equip MS-7, Dulles South Area Middle School; the costs to design, construct and equip HS-9, Dulles South Area High School; and the costs of other public school facilities as requested by the Loudoun County School Board?"
APPROVED: Loudoun voters approved the financing for school construction projects by voting 124,181 in favor and 50,515 against. Blank votes amounted to 7,100 and over votes to 24.
