I-395 Express Lanes Opening Date Set For November

ALEXANDRIA, VA — The Interstate 395 high occupancy vehicle (HOV) lanes will change to Express Lanes with tolling on the night of Sunday, Nov. 17. The HOV lanes will close the evening of Friday, Nov. 15 for final preparations.

The Express Lanes extend from where the I-95 Express Lanes end near Edsall Road to the 14th Street Bridge in DC. These lanes will be tolled 24 hours a day and require an E-ZPass. Toll prices will be displayed on overhead signs. Like the I-95 Express Lanes, the 395 Express Lanes will be reversible.

Until the transition to Express Lanes, I-395 HOV lanes are in effect from 6 a.m. to 9 a.m. and 3:30 p.m. to 6 p.m. on weekdays.

Carpools with three of more people can continue to use the lanes for free with an E-ZPass Flex set to HOV mode. Before Dec. 1, carpoolers without an E-ZPass Flex can contact the Express Lanes team to register their license plate for seven days of toll-free travel. This weeklong grace period gives drivers time to get an E-ZPass Flex.

Regular I-395 lanes are free. The Express Lane project added one southbound regular lane between Duke Street and Edsall Road to address major backups. Another improvement comes to the Pentagon/Eads Street exit on northbound 395. The exit, which currently has one ramp, will split into two, with a right ramp going to Pentagon City and left ramp to Pentagon.
