17 Dogs Found In 'Squalid' Conditions At Lovettsville Home: LCAS

Two people have been arrested after 17 dogs were found in "squalid" conditions earlier this month at a Loudoun County home, say officials.

LOVETTSVILLE, VA — Two people have been arrested after 17 dogs were found in "squalid" conditions earlier this month at a Lovettsville home, according to Loudoun County Animal Services. Jackie Howard Payne Jr., 55, was charged with 14 counts of animal cruelty, and Tia Marie Reid, 31, was charged with four counts of animal cruelty.

On July 2, after being alerted to the conditions by Loudoun County police at the home for an unrelated incident, LCAS officers found the 17 dogs and a bearded dragon.

"The scene was very troubling," LCAS Chief of Animal Control Chris Brosan said in a release. "Every surface accessible to the dogs was covered in urine, feces and waste; they literally had nowhere to go to get out of their own mess."

All the animals were taken to to the Loudoun County Animal Shelter for assessment. Most of them have since been adopted.
