Consumers seem to be ready to spend on gifts, and one forecaster expects sales in November and December to increase a healthy 3.6 to 4 percent from $678.75 billion to $682 billion, up from $655.8 billion last year., says the National Retail Federation. That's significantly higher than the 10-year average of 2.5 percent and above the seven-year average of 3.4 percent since recovery began in 2009.

"Although this year hasn't been perfect, especially with the recent devastating hurricanes, we believe that a longer shopping season and strong consumer confidence will deliver retailers a strong holiday season," NRF President and CEO Matthew Shay said.
