Teenager Indicted in Shooting of Cab Driver in Alexandria

Commonwealth Attorney's Office, Alexandria, returned a 3-count indictment against teen Troy Vann; he is certified and indicted as an adult.

ALEXANDRIA, VA -- The Grand Jury for the City of Alexandria on Monday returned a three-count indictment against Troy Vann, a 16 year-old, related to the Sept. 22, shooting of a cabdriver in the Foxchase neighborhood of the City.

Police responded Sept. 22, at 2:01 a.m., after shots were fired at someone in a cab parked in the front of the shopping center, in the 4600 block of Duke Street; police found a 47-year old cab driver suffering from multiple gunshot wounds, police said at the time. The driver has a wife and son.

Troy Benjamin Vann, a 16-year old City resident, was charged with a total of three felony counts: Aggravated Malicious Wounding; Use of a Firearm in the Commission of Aggravated Malicious Wounding and Possession of a Firearm by a Person Previously Adjudicated of a Felony.

Vann was 16 years old at the time of the offense, the Commonwealth Attorney's Office, Alexandria, said in its announcement Monday. However, Vann has been certified and indicted as an adult in this matter and his identifying information is no longer confidential, Commonwealth Attorney Bryan Porter pointed out.

The charges will be tried before the Circuit Court for the City of Alexandria. The maximum penalty for Aggravated Malicious Wounding is life in prison. The maximum penalty for Use of a Firearm in the Commission of Aggravated Malicious Wounding is three years in prison, this sentence being a mandatory, minimum sentence that cannot be suspended in whole or in part. The maximum penalty for Possession of a Firearm by a Person Previously Adjudicated of a Felony is 5 years in prison. The total maximum penalty in this case is life plus 8 years.

A trial date has not yet been set in the matter.
