VDOT, Dept. of Rail, Public Transportation Partner for Design Public Hearings
The hearings will center on plans to extend the I-395 northern express lanes for eight miles from Turkeycock Run near Edsall Rd. to Eads St.

The Virginia Department of Transportation, in partnership with the Department of Rail and Public Transportation will hold two Design Public Hearings on plans to extend the I-395 Northern Express Lanes for eight miles from Turkeycock Run near Edsall Road to Eads Street near the Pentagon. The draft Environmental Assessment also will be presented for public review and comment. Hearings are from 6:30-8:30 p.m., with a presentation at 7:00 p.m.

The project's draft Environmental Assessment (EA), which will be presented at the hearings, is available on the VDOT website and at the following locations: VDOT Permitting Office, 4975 Alliance Drive, Fairfax, VA 22030; Arlington Central Library (Virginia Room), 1015 N Quincy Street, Arlington, VA 22201 and Beatley Central Library, 5005 Duke Street, Alexandria, VA 22304.
The public may provide comments on the draft EA or design plans at the public hearings, or until close of business on Friday, November 18, 2016, by email: 395expresslanes@VDOT.Virginia.gov or mail: Ms. Amanda Baxter, Virginia Department of Transportation, 4975 Alliance Drive, Fairfax, VA 22030. Please reference "I-395 Express Lanes Northern Extension" in the subject line.
The I-395 Express Lanes Northern Extension project involves:
- Expanding and converting the two existing reversible High Occupancy Vehicle (HOV) lanes on I-395 to three managed High Occupancy Toll (HOT) or Express Lanes for eight miles along I-395 from north of Edsall Road to the vicinity of Eads Street near the Pentagon
- Providing improved connections between the proposed I-395 Express Lanes and Eads Street
- Installing signage, toll systems, and an Active Traffic Management System
- Providing sound walls
- Conducting a transit and transportation demand management (TDM) study to identify projects to be funded through an annual transit payment
- Improvements will be built largely within VDOT's right of way
- Construction is expected to begin in spring 2017 and be completed in summer 2019

Learn about and comment on plans to construct a fourth thru-lane on southbound I-395 between Duke Street and Edsall Road. This is a supplemental hearing due to design changes since the first public hearing in April 2016.
