Construction Sites in Vienna Police Report: Possible Shots Fired, Noise Violation, Possible Fraud
Also: A woman calls police when a man flashes a light in her home -- police say it was likely the mailman delivering mail after dark.

VIENNA, VA -- Three separate incidents involving home construction were reported by Town of Vienna Police Friday, in their weekly report. The first is a fraud case, according to police. In the 900 block of Circle Drive SE between Dec. 31, 2015 and Friday, Dec. 16, 2016, a resident told police he was the victim of fraud when he provided money to a contractor for construction but the contractor has failed to begin the work. This case is being investigated by police.
Another case involves a construction site in the 900 block of Ninovan Road SE. Police say a resident reported that sometime between Thursday, Dec. 15 at 6 p.m. and Friday, Dec. 16 at 8 a.m., two windows appear to have been shot out and construction cones were smashed.
On Sunday morning, officers responded at 9:03 a.m. to the 300 block of Park Street NE, for a report of a noise violation at a construction site. They found employees working on a house under construction in violation of the Town Code prohibiting construction companies from working on Sundays within the Town. Ofc. Hylinski issued a summons to one of the workers, a 38-year-old man from Newton Place in Manassas, charging Violation of Town Noise Ordinance.

INCIDENTS
Arrest – Assault 16-010517 Wolftrap Hotel 430 Maple Avenue, West December 13 11:28 a.m. A hotel employee got into an argument with two occupants of a room who had not checked out on time. The argument escalated when one of the occupants assaulted the employee. Ofc. Hylinski arrested a 28-year-old man from Layton Hall Drive in Fairfax. He was transported to the Fairfax County Adult Detention Center where he was charged with assault.
Police Service 16-010574 Yeonas Drive, SE December 15 9:12 a.m. A resident spoke to officers regarding concerns that her husband may violate a protective order.
Destruction of Property 16-010604 900 Block Plum Street, SW December 15 10:00 p.m. A resident had an argument with an acquaintance. The man became upset and smashed a glass in the home causing some damage before he left the residence. The resident was advised of the civil process she could follow as she did not want to prosecute for the damaged property.
Arrest – Petit Larceny and Trespassing 16-010600 Just Tires 352 Maple Avenue, East December 16 6:24 a.m. An employee reported a man stealing tires from a storage trailer located behind the business. Officer Hylinski arrested a 30-year-old man from Enterprise Court in Manassas Park, Virginia. He was transported to the Fairfax County Adult Detention Center where he was charged with Petit Larceny and Trespassing.
Suspicious Event 16-010605 and Larceny 16-010606 200 Block Park Terrace Court, SE December 16 11:28 a.m. A resident reported a female banging on his apartment door. The resident was very agitated and yelling at the female, advising that she was constantly bothering him. The female later advised officers that she loaned the man a camera a few weeks ago and he was refusing to return it.
Lost Property 16-010635 Caboose Brewery 520 Mill Street, NE December 16 8:00 p.m. A citizen lost his wallet in the area.
Suspicious Event 16-010617 200 Block Cedar Lane, SE December 16 10:02 p.m. A resident reported a license plate missing from her vehicle.
Unauthorized Use of a Vehicle 16-010633 Wolftrap Hotel Between December 16 at 11:00 p.m. and December 17 at 2:18 p.m. An employer reported one of his employees used a work vehicle without permission to leave the state for personal matters. The man contacted his employer advising that he wrecked the vehicle and that the vehicle was impounded by police. However, he gave no further details and the employer has not been able to contact him again or locate the vehicle. This case is under investigation
Police Service 16-010640 300 Block Patrick Street, SW December 17 7:43 p.m. A resident reported a man at the front door looking into her residence with a flashlight. The man was gone when police arrived. Information was later received that the mailman matched the description of the man and he had been wearing a flashlight on his head while making his deliveries in the dark. As the residence had just received their mail, it is believed it was the mailman delivering the mail that the resident saw.
Fraud 16-010671 BB&T Bank 260 Cedar Lane, SE December 18 9:40 a.m. A citizen reported that someone accessed one of her bank accounts and withdrew money. One of the locations where a transaction occurred was the BB&T Bank. This case is under investigation.
Suspicious Person 16-010652 Patrick Henry Library 101 Maple Avenue, East December 18 11:11 a.m. A citizen reported a suspicious person in front of the library. Officers located the man who advised that he did not feel well. Rescue personnel responded and transported the man to an area hospital for evaluation.
Arrest – Driving While Intoxicated 16-10689 1100 Block Desale Street, SE December 20 1:45 a.m. Officers responded to the report of an accident (see accident report below) and located the driver standing outside of the overturned vehicle. Upon his interaction with the driver MPO Shaw detected signs of impairment and placed the driver under arrest. MPO Shaw transported the 24-year-old man from Cedar Lane in Vienna to the Fairfax County Adult Detention Center. The man was given the opportunity to provide a sample of his breath for analysis but failed to do so. The man was charged with Driving While Intoxicated and Refusal and left in the custody of the deputies.
Arrest – Drunk In Public 16-010707 200 Block Locust Street, SE December 20 11:55 p.m. Officers responded to assist rescue personnel with a female who appeared to be intoxicated and was arguing with her husband. After she was examined by rescue personnel officers offered to find transportation to take the couple home, but the female continued to respond in a disorderly manner. MPO Smith arrested the 28-year-old female from Boswell Avenue in Alexandria, Virginia and transported her to the Fairfax County Adult Detention Center where she was charged with being Drunk In Public.
Recovered Stolen Vehicle – 2016-10725 200 Block Dominion Road NE December 21, 2016 10:38 a.m. Officers responded to the 200 block of Dominion Road NE in reference to a suspicious vehicle. Officers determined that the vehicle had been stolen from Fairfax County. Fairfax County police were notified of the recovery.
Larceny from Vehicle – 2016-10726 300 Block Albrecht Circle SW December 21, 2016 10:42 a.m. Officers responded to the 300 block of Albrecht Circle SW in reference to a larceny. A citizen advised that their vehicle was left unlocked and several personal items had been stolen.
Larceny from Vehicle – 2016-10727 600 Block Gibson Drive December 21, 2016 11:30 a.m. Officers responded to the 600 block of Gibson Drive in reference to a larceny. A citizen advised that their vehicle was left unlocked and several personal items had been stolen.
Vehicle Tow – 2016-10733 100 Block Kingsley Road SW December 21, 2016 3:12 p.m. Officers responded to the 100 block of Kingsley Road SW for a vehicle that had not been moved in a week. Officers observed extensive damage on the vehicle and noted that it had remained in the same location for several days. The vehicle was towed from the location.
Suspicious Event – 2016-10737 900 Block Plum Street December 21, 2016 5:56 p.m. Officers responded to the 900 block of Plum Street SW for a report of a suspicious event. The complainant advised that her ex-boyfriend left a suspicious package on her front door step.
Grand Larceny – 2016-10739 215 Center Street South December 21, 2016 6:16 p.m. Officers responded to Vienna Police Headquarters for a reported larceny. The resident advised that an unknown person broke into their vehicle and stole personal property.
Police Service – 2016-10750 200 Block Moore Ave SE December 22, 2015 12:51 a.m. Officers were dispatched to the 200 block of Moore Ave SE for an unknown person attempting to enter the house. Officers determined the person accidentally attempted to enter the wrong house. The house she intended to enter was a few doors down. Officers assisted the person in locating the correct residence.
CRASHES
Maple Avenue at the W&OD Bike Trail, East 16-10576 December 15 9:58 a.m. Vehicle-2 was eastbound on Maple Avenue stopped for the traffic signal for the W&OD Bike Trail. Vehicle-1 was directly behind Vehicle-2. The driver of Vehicle-1 reached for something in her vehicle causing her foot to slip of the brake and her vehicle to run into the rear of Vehicle-2. The driver of Vehicle-1 was issued a summons charging Failure to Pay Full Time and Attention.
100 Block Church Street, NW 16-10582 December 15 3:12 p.m. Vehicle-1 was exiting a parking lot on Church and advised his vision was obscured by a legally parked vehicle on Church Street. Vehicle-2, a moped, was traveling eastbound on Church Street when Vehicle-1 pulled out in front of him, causing him to dump the moped to avoid the collision. The driver of Vehicle-2 was transported by rescue personnel to an area hospital for non-life-threatening injuries. The driver of Vehicle-1 was issued a summons for Failure to Yield Right of Way.
Navy Federal Credit Union 16-010531 820 Follin Lane, SE December 13 4:59 p.m. A citizen left their vehicle legally parked in the parking lot. When they returned they found the vehicle had been struck by an unknown vehicle.
500 Block Nutley Street, SW 16-10614 December 16 5:26 p.m. Vehicle-2 was traveling northbound in the right lane of the 500 block of Nutley Street, SW. Vehicle-1 was exiting his driveway and struck the right rear corner of Vehicle-2 as he pulled out. The driver of Vehicle-1 was issued a summons for Failure to Pay Full Time and Attention.
300 Block Maple Avenue, West 16-10637 December 17 5:20 p.m. Vehicle-2 was traveling eastbound in the right lane of the 300 block of Maple Avenue, West. Vehicle-1 was in the turn lane traveling westbound attempting to turn left into a parking lot. As Vehicle-1 made the turn he was struck by Vehicle-2. The driver of Vehicle-1 was issued a summons for Failure to Yield Right of Way.
300 Block Maple Avenue, West 16-10653 December 18 1:07 p.m. Vehicle-2 was traveling eastbound in the left lane of the 300 block of Maple Avenue, West. Vehicle-1 was exiting a parking lot to turn left and go westbound on Maple. The traffic in the right lane had stopped to allow Vehicle-1 to exit however the driver did not see Vehicle-2 in the left lane and was struck as she proceeded into the lane. The driver of Vehicle-1 was issued a summons for Failure to Yield Right of Way.
1100 Block Desale Street, SE 16-01689 December 20 1:45 a.m. Vehicle-1 was traveling eastbound on Yeonas Driver attempting to turn right to go southbound on Desale Street. Vehicle-1 made a wide right turn and struck Vehicle-2, which was legally parked on the roadway facing northbound. The collision caused Vehicle-1 to flip on its side. The driver of Vehicle-1 was arrested for Driving While Intoxicated (see Incident listed above).
