HAZARD: About 200 people were completely blocking an intersection and the 16500 block of Beach Drive. They told police it was an annual parade with a 10-year history. There were no warning signs or any sort of traffic control to alert motorists and no one seemed to know who was in charge or who the organizer was. The responding officer asked if anyone had sought or obtained a permit and pointed out the obvious safety and liability issues. The officer made a public address announcement to clear the traffic way. Most complied as the parade was near an end.
