Police Chase Through University Place Ends With Arrest
Jaiquan Goggans, 22, is accused of leading Pierce County deputies on a high-speed chase through a UP neighborhood with 3 women in the car.
UNIVERSITY PLACE, WA — A Tacoma man is facing charges for unlawful imprisonment, attempting to elude and obstruct police, as well as malicious mischief following a wild incident that led Pierce County deputies on a high-speed chase through University Place neighborhoods early Monday.
Jaiquan Goggans, 22, may also see charges filed for kidnapping, robbery, and theft of a motor vehicle, pending further investigation, law enforcement officials said. Goggans was arraigned Tuesday afternoon.
According to court documents obtained by Patch, Goggans around 3:30 a.m. July 22 near the Tacoma Mall jumped onto the hood of his ex-girlfriend's car and began beating the windshield with his fists until it cracked in several places. Taking and refusing to return the car keys to his ex-girlfriend, Goggans entered the vehicle and attempted to drive away with both his current girlfriend and another woman inside.

Goggans' ex was able to get into the car before he drove off, documents state, but then Goggans threatened to crash the car with all three women inside; Goggans reportedly blamed his ex for the relationship troubles he was experiencing with his current girlfriend.
Goggans' ex-girlfriend reportedly got in touch with police while still in the car and directed dispatchers until officers came upon the vehicle along eastbound Cirque Drive West. When Goggans saw the police cars, he flipped a U-turn and began speeding north on 67th Avenue West, reaching roughly 70 mph, court documents state.

During the pursuit on 67th, Goggans reportedly made another U-turn before then pulling over, hitting a curb and coming to a stop in the 4100-block. After stopping, Goggans bailed from the vehicle and ran into the neighborhood with an officer tailing close behind, documents state.
None of the women were hurt but all three were frightened, documents state.
A K9 unit joined the pursuit and helped locate Goggans, who eventually surrendered without further incident. Following his arrest, Goggans told police he ran because he had a warrant for previously escaping Department of Corrections custody; apparently Goggans had recently been arrested for kidnapping another person with a firearm, court documents state. It's unclear whether the two incidents are related.
