Friday's rally is expected to draw a large crowd, despite state health officials' pleas asking residents to stay home amid a surge in coronavirus cases.
In Brown County, 15 people died from COVID-19 this week as Green Bay continues to see one of the highest infection rates in the country, the Green Bay Press Gazette reported.

The visit comes weeks after the president contracted COVID-19 and was forced to cancel another Green Bay event.
Earlier this week, Trump also held rallies in Waukesha and West Salem. Two weeks ago, the president was in Janesville.
Friday's visit follows dueling campaign appearances in Florida, a sought after state in which Trump and former Vice President Joe Biden are effectively tied, according to recent polls.
While Iowa and Wisconsin are swing states that Trump won in 2016, Minnesota is one where Hillary Clinton was victorious. It's the first state in weeks that a Democrat won in 2016 that Biden has visited; his last campaign event in such a state was in Nevada in early October.
Earlier this week, Biden pronounced that he would win Michigan, Wisconsin and Minnesota, three states seen as keys to his victory, the New York Times reported.
"I am not overconfident about anything," Mr. Biden said earlier this week. "I just want to make sure we can earn every vote possible."
About 84.5 million people have voted ahead of Election Day, representing about 62 percent of the total vote in 2016.
