Drivers beware: traffic was moving slowly because DOT crews were filling potholes.

I-94 in Racine County was a bit of a stop-and-go nightmare this afternoon, but it wasn't because of an accident.
Racine County dispatch tells us that pot holes from our odd cold-warm-cold winter were being filled, causing the back-ups.
