Heroin Driver Drags Orange Barrel, Passes Out, Arrested: Report

Authorities say a female driver dragging an orange barrel under her car was arrested after she was found passed out, with heroin and a child

MILWAUKEE COUNTY, WI — A woman driving down Hampton Ave. while dragging an orange construction barrel was a dead giveaway for trouble, authorities said.

On Wednesday, May 16, a Wisconsin trooper saw a vehicle driving west on Hampton Ave near Grantosa Drive, dragging an orange construction barrel underneath the car. The Trooper then saw the car strike a light pole and continue to drive west on Hampton.

The Trooper pulled the vehicle over and made contact with its driver, Kelly Sheehan, 35, Glendale. According to the official report, Sheehan appeared to be under the influence, "as she was observed to be passed out," the trooper reported.

The trooper also found a four-year-old girl also present in the vehicle.

Authorities said Sheehan was revived, and standardized field sobriety tests were conducted. Sheehan reportedly failed a number of the tests, and she was placed under arrest for operating with a restricted controlled substance/ OWI Drugged Driving, first offense, with a child under sixteen years of age present.

Authorities reported that the child did not have any injuries and was released to her biological mother. In addition to the charge, Sheehan will also be held for an outstanding warrant, a probation violation and possession of heroin.

Other charges are unsafe lane deviation, failure to maintain control of vehicle, child safety restraint violation and child neglect.
