2 Tucson Doctors On Probation For Substance Abuse: Reports
The Arizona Medical Board put two Tucson doctors on probation for substance abuse-related problems, reports say.
TUCSON, AZ — Two Tucson doctors have been put on probation for substance abuse-related issues, according to multiple reports. The doctors will be on probation per an order from the Arizona Medical Board.
Steven Rayle and Sean Elliott face probation, according to a Tucson.com report.
Rayle works for Emerald Care, which sends doctors to assisted-living homes to see patients who have trouble getting to a doctor's office and Elliott works at the University of Arizona as a professor of pediatrics and an interim associate dean, Tucson.com reported.

The Tucson.com report says the Board has had Rayle on their radar since 2015, when he was reported by a pharmacist, accused of writing a prescription for a controlled substance for a friend and picking it up himself.
A KGUN9 report says Rayle will have to attend a relapse prevention therapy program and submit to random drug tests.

The Tucson.com report quotes Cynthia Abrams, Emerald Care co-owner and a registered nurse, as saying Rayle is an "excellent physician" who was traumatized by a 2011 shooting in which six people were killed and over a dozen others were wounded.
Elliott reportedly tested positive for alcohol repeatedly in 2018 and 2019 during screening tests following his agreement to attend rehabilitation for substance abuse.

According to the Tucson.com report, Elliott testified at a recent board hearing that a recover program has had a significant positive impact on his life.
