NWS said Wednesday morning that the strongest winds and heaviest rainfall appear to have subsided for most of the Bay Area, but scattered showers and breezy conditions are possible through Thursday. The atmospheric river — which is like a river in the sky — that brought heavy rain to the area was hovering over southern Monterey County as of Wednesday morning.
