The City Council recognizes the importance of arts organizations, artists, and arts educators in facilitating the City's quality of life and economic vitality. In 2007, the Council adopted ArtsAlive, the City's Cultural Arts Master Plan. ArtsAlive was implemented during the 2007 Great Recession, the 2012 Dissolution of Redevelopment, and consequent staffing changes. It was a result of extensive research and community and stakeholder engagement and allowed for flexibility and implementation based on funding availability. Despite the challenges, the implementation of ArtsAlive resulted in the Art in Public Places Program, the Bankhead Theater, and the Downtown Arts District. The City now welcomes an update to its Cultural Arts Vision and the development of a master plan that will guide efforts to support arts organizations, artists, and arts educators in the future.

Responses to the Request for Proposals (RFP) are to be submitted electronically to Adam Van de Water, Director, Office of Innovation and Economic Development at avandewater@cityoflivermore.net. If, for any reasons outside the control of the consultant, an electronic submission is not possible, the consultant shall include one (1) original and nine (9) copies of the proposal in a sealed envelope, plainly marked with the consultant's name, address, and telephone number, with "Proposal for the City of Livermore's Cultural Arts Vision" clearly visible on the exterior, addressed to: City of Livermore, Office of Innovation and Economic Development, 1052 S. Livermore Avenue, Livermore, CA 94550. The deadline to respond to this RFP is 5:00 p.m. on Monday, August 17, 2020.
