Flooding on Industrial Road eliminated by Hotel Construction?

San Carlos forces residents to endure years of garage and home foundations being flooded until New Hotel comes to town???

Many residents of the original transit village in San Carlos have had their foundations and personal property subjected to flooding damage occurring 3-10 times a year depending on the duration and volume of the seasonal rain storms.

According to San Carlos City engineer Parvis Mokhtari this is due to the lack of sufficient drainage under Highway 101.

Concrete foundation footing settlement is very common in flood zones causing cracks, sloping foundations, and uneven floors particularly to homes built on unstable bay mud like those in this neighborhood.

Why would the City of San Carlos intentionally cause property damage when the flood water was caused by their inability to maintain their own infrastructure and see that proper drainage was installed by Caltrans?
